SCORPENE SUBMARINE - KENAPA DAN MENGAPA DARI PANDANGAN ORANG BIASA : BAHAGIAN DUA

1.THE SUBMARINE AGAIN

there are still words going around that our subs were second hand and the procurement are filled with scandals and corruptions....certain quarters still believe that a mongolian women who had never learn French and only speaks Russian and had little command of English can be a translator....(lawak parok kelakor yang masih ramai perchaya..dan terus perchaya)

what makes me laugh is that those making the accusation did not even know what type of submarine that we operate....all those believers still think that we bought the Ouessant and that is the 6 billion subs that stays on land.....its funny to see how Malaysian can be so shallow and ignorant...only wanted to believe what they want to hear and see...

here today in MMP...i will be writing a long stretch of articles on Ouessant and Scorpene

and first of all.the difference

 shown above is the Ouessant S623 of the Agosta class submarine...the former Marine Nationale submarine and RMN training subs while our crew was in France..now a museum...



















now shown above are the general characteristic of Scorpene class submarine....noted that the hull is spherical compared to the Agosta and her fin is located on the sail and not on the hull like the Ouessant...

NOW YOU GUYS CAN DIFFERENTIATE BETWEEN THE TWO...IF NOT THEN GO KILL YOURSELF..??


2.OUESSANT

during the training years...

the subs that becomes the museum is the Ouessant...which was leased and reactivated in to service by the French naval forces to the Royal Malaysian Navy for basic training purposes before shifting to the Scorpene...had made quite a stir in public...many still dont know and have no idea (due to misinformation from certain political quarters) that RMN sub are fully operational and the one sits on the sands of Klebang was not the one we purchase and was never a part of RMN fleet...more infor about Ouessant can be obtain by visiting the Submarine Museum in Melaka...or dropping by the facebook page of the sub here..

do take note that the Ouessant was French diesel submarine operated by Marine Nationale (French Naval Forces) since 1970 and was decommissioned way before RMN come into the lime light to purchase the Scorpene...

as part of the deal the Ouessant was re activated for RMN sub crew for practical dive and sub warfare training...since the two scorpene are still in shipyard and awaiting completion...so in any way the Ouessant was used by RMN sub crew along with assistance and guidance from Marine Nationale with regards to submarine warfare...

you need a submarine to train and practice what ever theory and tactics you learned..how are you gonna train when you have no subs to drive with....and since the scorpene at that time was in progress...hence the Ouessant was made into full use....

why was Ouessant was made into museum...it was an idea from Melaka Chief Minister....and Ouessant was never commissioned as part of RMN submarine fleet...it still uses her former french lineage Ouessant and had never bears the title Kapal Diraja on her hull....and plus the sub Ouessant was 40 years old...plus it was already out of commissioned from Marine Nationale service....due to her age and high operating and maintenance cost....


3. MUSEUM...??...WHY...??

what happened to maintenance..why it became a museum....?

the answer is as what i stated above....high operating and maintenance cost due to her ageing hull and lack of spares available...and plus her counterpart (refer Agosta Class SSK) in her class are also not in service with the Marine Nationale anymore... all of them were decommissioned and replaced by later generation subs.....try and have a look at the Pakistani Navy subs..which operated similar subs to the Ouessant but younger in age....they had the Agosta in the 90s and the one that we use for training has been around since 1970.....how would you think the cost would be to maintain and operate what i could say an antique subs....yes the Pakistani opted for the upgraded B variant complete with AIP systems...but do you think that if we upgrade the Ouessant...it could stay at sea for another 100 years...??..bullshit....nanti ada orang bising kos selenggara tinggi...

many quarters would riled up when we go for 2nd hand purchase of military equipment, exceptionally high operating cost and maintenance thus the Ouessant was not taken and commissioned into RMN fleet....nanti ade pulak bising pasal ape kos selenggara mahal...(its already high due to the age and the lack of spares...plus they employ cold war technologies...)

officially RMN operated 2 subs....the Ouessant is a training subs leased to RMN...used by RMN sub crew during their stay in France while awaiting completion of the Tunku/Scorpene class submarine...and thats it....it stays in France while our crew brought back the 2 Scorpene to Malaysia...

another one good reason why we choose to make the Ouessant/Agosta into a museum...is to give a glimpse of awareness to the public...kasi kesedaran sikit betapa keadaan hidup didalam kapal selam...how does it looks like in a sub and to give an idea to the public on how the sub is operated...

i am very sure not many know how subs work...how it dives and how it comes afloat...sebab masa sekolah dulu x belajar matapelajaran sains....kutuk cikgu dan ponteng kelas...dah besar jadi barua negara....hahahahaa

again...the Ouessant was transferred from government to government which the signing ceremony were taken place at our Embassy in Paris...we dont pay for that sub really...(maybe we only pay a sum of 1 EURO for that sub....)

4.WHY SO EXPENSIVE OUR SUBMARINE IS..?

now why many questioned the purchase of the subs...?

the subs was purchase based on government to government agreement...direct contract with the manufacturer is a must and RMN does this to avoid leak of information which related to the subs operational capabilities and requirements.....one should know submarine is a strategic weapons that every one wanted to know the nook and cranny of it...how many propeller blades...what type of anechoic tiles were used...the location of towed sonar...sonar frequency..type of sonar dome and its ancillary equipment....all these information will lead to easy detection of the subs by our enemy anti subs assets and RMN surely dont want any of that information falls into the wrong hand...thus the programme were made not in the PR favourite open tender....

comissions of a third party...?

as what admin said...the accusation made by certain quarters was baseless and based on the document review made in France....the court find no base or reason to commence a trial....the purchase of the sub has been clean all along...all 153 documents related to the sub procurement and construction has been reviewed and there is no findings that relates to the accusations made by oppositions...

you wanna say that French court also corrupt kah...?

only people with certain agenda serkap jarang and create baseless accusations and perception to RMN procurement....just to create ketidakpercayaan.....

opposition are playing with Perimekar saying that this company is siphoning millions of Euros to benefactors in France....again there is no proof of the said accusation and SUARAM made a complaint about it...taking the so called scandal to French court...but as a writing says....

The idea to initiate a campaign to keep the Scorpene submarines issue alive until the 13th General Election was mooted by R. Sivarasa and Tian Chua some time back in 2009. Sivarasa and Tian Chua discussed the matter with Anwar Ibrahim who decided that Suaram would be the best vehicle to use to initiate the action.

French lawyers were then engaged to act on behalf of Suaram to apply to the French court for a probe to be conducted on all the companies and personalities involved in the submarines contract. This was a sort of ‘class action suit’ to be taken by Suaram but Suaram had to first convince the court that it had locus standi on the matter. Suaram was presented to the court as an international NGO similar in status to Amnesty International whose job is to uphold democracy and human rights. This pleading to the court can be seen in the first document, document D1, below.
Most of the police investigation reports submitted to the court were quite routine in nature, touching on the background of all the French and Malaysian companies involved in the contract plus the role of the various personalities from these companies, including tracking the money trail. It traces the history of the entire transaction to the present day and it explores whether there are any criminal elements in how the transaction was conducted.

and to get everyone attention...Perimekar were not a money siphon but instead they were the submarine crew liaison or agency in France..which engage in...

had anyone know what perimekar really did in France....

  3. Menyediakan insurans kesihatan bagi anggota serta keluarga tim projek dan krew kapal selam di Perancis dan Sepanyol
  4. Membayar elaun harian dan elaun krew kapal selam sebanyak EURO 50 sehari seorang untuk tiga tahun pertama dan EURO 60 sehari seorang untuk tiga tahun kedua.
  5. Membiayai kos penerbangan pergi dan balik bagi setiap krew kapal selam untuk balik bercuti ke Malaysia pada setiap 4 bulan (tiga kali setahun).
  6. Lain-lain keperluan tim projek dan krew kapal selam di Perancis dan Sepanyol 
Perkhidmatan koordinasi pula melibatkan: 
  1. Bertanggungjawab memastikan penyertaan syarikat Malaysia dalam pembinaan dan membantu syarikat-syarikat Malaysia yang berpotensi untuk menyertai program off-set.
  2. Membantu kontraktor utama dalam memberi maklumat tentang prosedur kerajaan berhubung perlaksanaan kontrak.
  3. Menyelaras latihan krew kapal selam antara kontraktor dengan kerajaan.
  4. Menyediakan laporan koordinasi setiap enam bulan.

now which part of Perimekar 114 million Euro is for the European benefactors as some accusation states...??..most of the money were use for the submarine crew kan...if the siphoning of money did occurs then there should be a record of transaction and the flow of money to whatever banks and accounts....tapi xde pun...

they (opposition and their allies) tried to proves their points but then there is no base on the said accusation and it is found that the court had no base et al to call this a case....


then one must know that Perimekar was appointed for something else...not for the purchase of the subs but to observe the progress of the construction and at the same time provide service related to the crew...they were there in France as to support our crew in terms of logistic and accomodation...apart from other needs that may arise from the crew....they are also playing their role as the third party that oversees the kebajikan krew and the day to day operation of the sub construction...read here for

our sub crew and their French counter part during the training days....have a deep look in their face coz these are the guys that stays a hundred plus metres above the water under intense pressure while all of us are sibuk kutuk Tentera Laut....

the total cost of the procurement not only include the two subs and its construction cost...only...one must understand that the government had to allocate funds to pay our crew allowances while they were in France..including training...accommodation fee to be paid to Marine Nationale..transportation which include flight tickets for our crew from Malaysia to France.....construction cost...apart from other items like the weapons (missiles and torpedoes) for the subs...electronic arrays and equipments....and plus DCNS and Navantia were paid by our government to complete the subs as per RMN operational standard and requirement....trials and sea trials had to be conducted....test and commissioning of systems..sub systems...communication systems..electrical and mechanical arrangements and systems...air and water supplies..fuel...and these are some of the total cost of the procurement that can be logically known by a thinking person...

Kementerian juga ingin menegaskan bahawa dalam soal perolehan kapal selam Scorpene, TIDAK ADA sebarang komisen yang dibayar kepada syarikat Perimekar Sdn. Bhd. seperti yang didakwa. Ini kerana perolehan kapal selam telah dibuat secara rundingan terus – selaras dengan tatacara perolehan kerajaan – dengan syarikat pembuat iaitu ARMARIS (Perancis) dan NAVANTIA (Sepanyol) yang telah mendapat persetujuan kerajaan masing-masing.

now include all that i stated above...and compare to the price that the government spend to get RMN two operational subs....is it sensible...?

end of word....the opposition had never given any solid proof on the said submarine scandal...what they did were only creating more and more doubt among the general public....

until now they fail to deliver any solid proof....and all the accusations are a mere political drive to gain support and to undermine the public....
